Sister Cities International was founded by President Dwight D. Eisenhower in 1956 . De Pere has been a part of the Sister City program with Åmål, Sweden since 2007. What is De Pere TV?

DPTV is a government access channel as provided for under the Cable Communications Act of 1984, Section 531. DPTV provides City of De Pere information, meetings and educational programming for the citizens of De Pere.

On any given day, viewers may watch the latest City of De Pere public meetings, local educational lectures, educational content about government at local, state and federal levels and health and wellness programming.

DPTV also produces The Mayor's Corner, monthly. This program, hosted by Mayor Boyd, features the inter-workings of the City of De Pere and discussions with experts from various City departments.

DPTV is funded by video service provider state franchise fees and local underwriters. The channel is operated by the City of De Pere out of City Hall.

Ways to Watch

Curious what happened at the last meeting? The City of De Pere endeavors to maintain openness and transparency in government.  Residents may not always be available to attend public meetings in person.

The main purpose of DPTV is to record and transmit these meetings for the residents, allowing for a variety of viewing opportunities. The most recent meetings are rebroadcast on television. Meetings are also online via the public meetings website and archived there for future viewing.

Want to watch one particular agenda item quickly?

One of the best features of the public meetings website is that it offers timed indexing of agenda items. On the video page click on an agenda item and the video will go directly to that item. 

The City of De Pere's public meetings website offers an archive of past meeting videos since late 2011. There you will also find public agendas, agenda packets, minutes and more.

What are PEG channels?

Public, educational, and government (PEG) access channels started around 1970. Cable video service providers needed to build an infrastructure in order to offer their video service to potential clients. The video signal gets transmitted through cables which were installed in the public right of way. The local franchising authority, usually municipalities, negotiated with the video service providers to establish a franchise fee in exchange for their use of the public right of way. Additionally, the local franchising authority could request that the video service provider dedicate channels for locally relevant video transmission.

Public access channels allow for local producers to submit or create their own programming for television broadcast. An example of this would be the Saturday Night Live recurring sketch (and subsequent movies) "Wayne's World" where two friends created their own public access show from their basement.

Educational access channels are used by educational institutions. These channels could be used as an avenue for the students to learn about, produce, and transmit video content, for the institute to broadcast information to students and the community, to transmit school board meetings, and rebroadcast local sporting events.

Government access channels are reserved for use by the local municipality. Coverage of board and committee meetings are commonly transmitted. Content can also include municipal information, reminders and tips for residents, election debates, election night coverage, and emergency information.

Channels can be one, two, or all three of the divisions of PEG.

The City of De Pere will conduct its business to reflect both environmental and economically sustainable alternatives to every aspect of operations, activity and community development. The City of De Pere created a Sustainability Committee in 2011 to develop policies, goals and solutions.

Licenses and permits available at the City Clerk's office and/or in the Document Center include:

Bartender License

Operator (bartender) licenses are issued for two-year terms commencing July 1 of any even-numbered year and terminating June 30 of the next even-numbered year.

Boat Launch Pass

Brown County boat launch passes are available at City Hall and the Municipal Service Center.

Cat License

The City of De Pere requires that cats must be licensed.  This is a calendar year license and must be renewed prior to March 31st each year.

Chicken Permit

A permit to keep chickens is required by City ordinance.  

Cigarette & Tobacco License (Retail)

The sale and license of cigarettes in the City shall be governed pursuant to the provision of Wis. Stats. § 134.65.

Dog License

The City of De Pere requires that dogs must be licensed.  This is a calendar year license and must be renewed prior to March 31st each year.

Liquor License

The City of De Pere issues licenses to alcohol beverage retailers such as bars, restaurants, and convenience stores.  These licenses require annual renewal.

Renewal applications can be submitted by mail, e-mail (aledvina@deperewi.gov), or via the drop box at City Hall.

Mobile Food Truck License

Annual licenses are required for mobile food vendors.

Solicitor Permit

Registration is required for any person to engage in direct sales or solicitation within the City.

Solicitor Permit (non-profit)

Special Event Permit

No person, organization or entity shall conduct, manage, engage in, or participate in a special event unless a permit has been obtained from the City Clerk.  Applications must be submitted at least 60 days prior to your event.

Taxi License

No person shall operate a motorized  or non-motorized public vehicle, taxicab or automobile for hire upon the streets of the City without having first obtained a license for that purpose.

The De Pere Community Center is an active, thriving venue that hosts a wide variety of enrichment, recreation and educational programming for all ages. This bi-level, 15,000-square foot facility has two large activity areas, flexible meeting and multi-purpose rooms, kitchen spaces, and a game room and lounge area. Our Parks, Recreation & Forestry Department regularly utilizes these comfortable and inviting spaces for anything from painting workshops to fitness and yoga classes, to community Bingo game nights, dance lessons, toddler tumbling activities, senior card games, and so much more! In addition, Community Center rooms may be rented by the community for business/organization meetings, baby/bridal showers, small wedding receptions, reunions, banquets, or parties for any occasion. This group plays a pivotal role in the design and construction of sewer and water main installation; street resurfacing, reconstruction and extensions; sidewalk removal and repair; asphalt and concrete pavement; and much more.

The De Pere Forestry Department is proud of our urban forest. The trees of De Pere are growing capital assets that benefit everyone and are an investment in this great community. Our trees help make De Pere a great place to live, do business, and visit. They help provide us with essential quality of life aspects such as clean air and water; economic bonuses such as lower energy bills; and so much more! The City of De Pere’s Maintenance Division is comprised of a hard-working and talented group of mechanics and building maintenance workers whose collective skill and reliable handiwork impact nearly every facet of City operations. The two main functions of the Maintenance Division include:  1) Repairing and maintaining all City vehicles, which total more than 170 pieces of equipment. This includes everything from essential safety vehicles like police cars, fire trucks and ambulances; to service-oriented vehicles like garbage trucks, snow plows and staff vehicles; to a wide-range of small equipment like lawn mowers, line trimmers, pumps and much more. 2) The division is also responsible for the upkeep and maintenance of all City-owned buildings (Community Center, City Hall, Police and Fire Stations, MSC, etc.), all park buildings, our pool facilities, as well as lights, irrigation systems and water fountains at our numerous parks. Needless to say, De Pere’s busy and skilled maintenance division plays a pivotal role in the safety, beauty and efficiency of our City.

Under the guidance of the Plan Commission, the City Planning & Zoning division is responsible for land use decisions that promote the orderly development of the City. These decisions help create a community of lasting value that offers choices to our residents and businesses. Guided by staff and supported by public engagement, planning enables civic leaders, business interests and citizens to play a meaningful role in De Pere's development. The implementation of the Comprehensive Plan is carried out in the daily activities of Staff which include the implementation of the land subdivision code (plats and Certified Survey Maps (CSM's), the Zoning Code (rezonings, site plans, development guidelines), and future land use planning (future land uses, annexations, etc.).

The Planning Division also services residents and developers within the City by managing land use requirements for proposed residential and commercial projects. Planners administer the zoning ordinance, which provides property standards as well as other land use regulations to shape development based on the Comprehensive Plan.

Rich in beauty, nature and local history, the De Pere Riverwalk is located in the center of Downtown De Pere, along the east side of the Fox River and adjacent to the De Pere Dam. It can be accessed from Voyageur Park. This scenic recreational walkway provides public access to the Fox River and gives rare exposure to Government Island, a treasured Historic District. Visitors and residents are able to walk directly from downtown restaurants, shops, and hotels to this site and immediately be surrounded by spawning fish and other wildlife; all while being steps away from the Fox River Trail.

Environmental Consultant Services RFP

The City of De Pere Development Services Department is seeking proposals from qualified professional environmental services firms to provide assistance with the creation of a Brownfield Property Acquisition and Remediation Fund. The Common Council authorized the creation of a Brownfield Fund as a subset of the Revolving Loan Fund and has allocated funds to assist with Brownfield analysis and remediation efforts. The Brownfield Fund was designed for Phase 1 and Phase 2 assessments, grant applications, acquisitions, and/or remediation. The City will award a contract to one (1) full-service firm to implement a Brownfield Property Acquisition and Remediation Program Fund.

Real Estate Appraisal Services RFP

The City of De Pere Development Services Department is seeking proposals from qualified state-licensed, certified general, real estate appraisal firms to produce full narrative appraisals on an as needed basis. This RFP will be used to establish a list of qualified appraisers. The completed appraisals will aid the City in the purchase or sale of subject properties.

Trash Trivia:

  • In Wisconsin, we generate 4.6 million tons of trash and recyclables each year. That's enough to fill a typical city street over 4 feet deep with trash (curb to curb) for 575 miles! If you remove the recyclables, only 357 miles would be filled with trash.
  • City of De Pere residents generated 5,685.65 tons of garbage and 1,625.8 tons of recycling in 2022 during curbside cart collections.
  • In 2022, City residents dropped of 286 tons of bulky waste at the Rubbish drop off site between April 2022 and November 2022. In addition, another 176 tons of bulky waste rubbish was collected during the two curbside collections in 2022. The disposal of this waste cost over $24,457 in tipping fees not including fuel, equipment, and employee handling/hauling time.  While some items were definitely rubbish, many items appeared to have some life and value remaining.  Remember, beauty is in the eye of the beholder!  Remember to consider donating or reselling items as alternatives to throwing them away.
