PROPOSAL QUESTIONS DUE: MAY 2, 2025
1. Are property records beyond that which is available on the current consultant's public web portal able to be viewed in person or online prior to the proposal submission deadline?
There are no property records other than what is available on the current consultant's public web portal. The City maintains copies of other records such as property tax exemption requests.
2. What year was the last land sales study performed? When were city-wide assessment neighborhoods last defined? How many assessment neighborhoods does the City have?
Land sales studies for vacant parcels are performed annually. The City has 64 assessment neighborhoods, which were last defined in 2021.
3. "Full-value maintenance" is not noted in the WPAM Vol 1 annual assessment cycle grid (page 4-3). Is "Full-Value Maintenance" being used in the RFP interchangeably with "Interim Market Update" and its related requirements? If not, how does the City's current service differ?
Yes, the terms "full-value maintenance" and "interim market update" are being used interchangeably in the RFP.
4. Do all improved properties have an electronic sketch? If not, approximately how many properties still need electronic sketches?
All improved residential properties have an electronic sketch. The number of commercial properties that still need an electronic sketch is currently being determined.
5. Are electronic sketches currently in image-based or vector-based formats? If sketches are currently in a mix of formats, approximately how many sketches are vector-based?
Electronic sketches are currently in image-based format.
6. How many building permits are issued per year on average (over the last three years)?
