Step-by-step to starting a business in De Pere

In general, we suggest the following approach for new businesses to transition from your entrepreneurial dream to a revenue-generating reality.

1. Prepare a written business summary or plan 

Start by formally documenting your business vision. A written business summary or documented business plan will be an important asset as you seek financial assistance, licenses, and permits. It should include:

  • Business name, address, type of business
  • Own or lease (if a location is selected)
  • Square footage (if a location is selected)
  • Types of services offered, or items sold
  • Days and hours of operation
  • Number of employees
  • Description and timeline of any interior or exterior improvements (if the location is selected)

2. Site selection

We can help you find the perfect location within De Pere to open your new business, or we have can help connect you with someone that can assist. We'll check to see if your business is allowed in your desired location per local zoning codes and connect you with city resources to make sure the facility is compliant with our Municipal Code. Schedule a meeting with us to discuss your site needs.

3. Schedule a planning meeting

NEW BUILD:

After you've selected a site, you should meet with an engineer/architect to discuss any potential site challenges and then, schedule a planning meeting with the Development Services Department to review your business summary, architectural plans, zoning requirements, and learn if any additional permits or approvals are required. This step will require a separate site plan approval through the Plan Commission.

EXISTING SPACE:

After you've selected a building, you should meet with an engineer/architect to discuss any changes you wish to make to the interior or exterior of the facility. Then, schedule a planning meeting with the Development Services Department to review your business summary, architectural plans, zoning requirements, and learn if any additional permits or approvals are required. This step could require a separate site plan approval through the Plan Commission if site alterations are required.

4. Site plan approval (if applicable)

Depending on the nature of your business, you may need to received site plan approvals for a new build or alternation. Please click here to review the Site Plan Process.

5. Submit additional permit applications

Depending on the nature of your business, you may need to submit additional permit applications at this time, such as a Building Permit, Health Department Permit, or Sign Permit. 6. Acquire necessary licenses

Seek any necessary Licenses from the City Clerk’s Office, such as an Operator's License or Alcohol License.

7. Get ready to launch with a ribbon cutting and social media post! 

Get ready to open your business. If you would like the City and Definitely De Pere to be part of the ribbon cutting we will meet with you to find a time that works for you and your business. The city can be available to take pictures for any of your social media posts!  Please contact Definitely De Pere to schedule a ribbon cutting in the downtown.
