Electric bicycles and similar devices are increasingly popular for recreation and transportation. While e-bikes, e-scooters, and e-motos may look similar, each operates differently and follows its own set of rules for safe and responsible use. To help riders understand how these vehicles are classified and where they may be used, the De Pere Police Department provides the following general guidance.

E-MOTO

What to Know

Considered a motor vehicle if any of the following apply:

  • No operable pedals
  • Motor over 750 watts
  • Can exceed 28 mph 

Required Licensing

  • Driver’s license
  • Insurance
  • Registration 

Where It Can Go

  • Not allowed on sidewalks
  • Not allowed on bike paths
  • Not allowed in city parks
  • Allowed on streets (with license, insurance, registration)
  • Allowed off-road following DNR OHM rules
  • Allowed on private property with the owner’s permission

E-BIKE

What to Know

  • Must have operable pedals
  • Motor must be 750 watts or less

Three classes:

  • Class 1 – Pedal assist up to 20 mph
    Class 2 – Throttle only up to 20 mph
    Class 3 – Pedal assist up to 28 mph (must be 16 or older for Class 3) 

Required Licensing

  • Driver’s license not required 

Where It Can Go

  • Not allowed on the Riverwalk or pier
  • Allowed on streets
  • Allowed on sidewalks
  • Allowed on bike paths

E-SCOOTER

What to Know

  • Weighs under 100 pounds
  • Has handlebars
  • Maximum speed of 20 mph 

Required Licensing

  • Driver’s license not required 

Where It Can Go

  • Not allowed on streets
  • Not allowed on Fox River Trail
  • Not allowed in city parks
  • Not allowed on sidewalks if operating above 15 mph
  • Allowed on sidewalks in residential areas only
  • Riders must yield right-of-way to bicycles and pedestrians
